A fire at LyondellBasell's Pasadena chemical plant, with flames visible for miles, sparked a large emergency response but posed no threat to residents.

LA PORTE, Texas — A fire broke out at a LyondellBasell chemical plant near Pasadena Thursday night, sending thick smoke and flames into the air and prompting a large emergency response from multiple agencies. No injuries were reported.

The fire was reported around 9 p.m. at LyondellBasell's Bayport Choate site, a sprawling chemical complex located at 10801 Choate Road in Pasadena. The Harris County Fire Marshal's Office identified the facility as a Chemical Process Unit at Lyondell BayPort and confirmed that everyone present at the time of the fire was accounted for.

Officials said the fire burned for several hours overnight, with flames and thick smoke visible from miles away.

The La Porte Office of Emergency Management said the main fire was fully extinguished early Friday morning. Officials said the scene was transitioned back to LyondellBasell between about 2 a.m. and 3 a.m., and city emergency crews returned to service around 2 a.m.

Activity in and around the facility may continue as the company manages the incident and monitors conditions at the site.

The company released the following statement on Friday morning:

"As of the early hours of March 13, we can confirm the fire occurred at LyondellBasell’s Bayport Choate site has been contained. In line with our protocol, our on-site firefighting and incident response team was activated. There were no injuries associated with this incident. All personnel are safe and accounted for and no off-site impact is expected. There is no need for action by the community.

"All appropriate agencies have been notified. The safety of our employees and our neighbors remain our priority as response efforts continue. We thank our first responders for their effort in addressing the incident."

The Harris County Fire Marshal’s Office said the incident was caused by a process upset at the facility. Officials said the upset led to the release of a flammable product, which was ignited by the pilot light of a flaring operation.

The La Porte Office of Emergency Management previously said residents did not need to take any action. No evacuations or shelter-in-place orders were issued.

In a statement Thursday night, Harris County Judge Lina Hidalgo said first responders worked to close a valve releasing a mixture of chemicals during the fire. Hidalgo said the chemicals burning off were not posing a threat to the surrounding community.

Harris County Pollution Control has been monitoring air quality around the facility and said no actionable readings had been detected. According to Hidalgo, the agency deployed seven monitoring stations around the perimeter of the plant to conduct continuous air monitoring during the response.

LyondellBasell released a statement after the fire broke out.

"At approximately 9 p.m. CT on Thursday, March 12, a fire was reported at LyondellBasell's Bayport Choate site. Our emergency response personnel have been activated and we have notified appropriate authorities. Our primary focus is the safety of our workers, surrounding community and environment. We will provide an update when we know more."

At 10:15 p.m., the company posted an update through the Community Awareness Emergency Response, or CAER, notification system, describing the situation as an "operational upset."

"We are experiencing an operational upset at the LyondellBasell Bayport Choate site, 10801 Choate Rd., Pasadena, TX 77507. During this time, the community may hear emergency sirens or rumbling noises and see emergency vehicles responding, as well as bright flames or smoke. Area law enforcement and fire departments will issue any public notice if warranted. We are working quickly to resolve the issue and will continue to post updates on this CAER line during the event. Questions can be directed to askbayport@lyb.com."

Multiple agencies responded to the scene, including the La Porte Fire Department, Pasadena Fire Department, Channel Industries Mutual Aid, Harris County HAZMAT, Harris County Pollution Control and Harris County OEM. The Harris County Fire Marshal's Office dispatched a hazmat team as well.

The Bayport Choate site produces a range of industrial chemicals, including propylene oxide, propylene glycol and tertiary butyl alcohol, which are used in everyday products such as paint, furniture, car parts, gasoline, shampoo and antifreeze.
