PASADENA, Texas – Emergency crews responded to a large fire at an apartment in Pasadena Friday.

The fire happened in the 3600 block of South Shaver Street.

Video from the scene showed crews spraying water on flames coming through the roof of the complex.

Multiple agencies responded to the scene.

According to Chief Fire Marshal David Brannon with the Pasadena Fire Department, 24 units responded to the scene along with around 75 personnel. The Houston Fire Department provided mutual aid.

Brannon said the call for the fire came in around 1:36 p.m. When units arrived, they found heavy fire coming from some of the apartment units.

He said it appears between 20 and 24 apartment units were affected in some way.

No injuries were reported to either residents or firefighters.

It is unknown at this time what caused the fire, but they are continuing to investigate. They said investigators have not been able to get into the building as crews are still fighting the fire.

Bannon said Shaver Street is blocked at Vista, Allen-Genoa, and Fairmont. He said the roadway will be blocked for probably the next two to three hours.

They are working to get Red Cross out to the scene to affect residents displaced by the fire. They are also working with the apartment complex to see if there are any vacant apartments that can be used to house those affected.

He said some of the units are a total loss and others have water and smoke damage.

“Some of them are a total loss, some of them are going to be smoke damage and water damage, stuff may be salvageable but it is a pretty extensive fire,” Bannon said.

Bannon said the heat and wind have made it difficult for firefighters.

“Fighting under these conditions, the severe heat with these guys in this bunker gear, its just brutal on them, so we’re fighting a little bit of wind direction which pushes the fire, but we’re also fighting the extreme heat,” he said.

He said none of the firefighters have been injured, although several have been checked out just because of the work they are doing in the heat.

Crystal Deleon said she rushed to the scene after her friend called her while escaping the fire with her children.

“She called me and told me her apartment was on fire, she’s disabled, she called me and let me know so I rushed over here. My friend was staying downstairs at the apartment where the building caught on fire. She is safely out with her kids,” said Deleon.

PASADENA, Texas – Residents in the Parkview South neighborhood said they have been dealing with their neighbor’s rats infestation issue for years.

Videos show dozens of rats climbing fences and trees.

Resident Vichien Kittiwanich, whose house neighbors say is the cause of the rat infestation, said he and his wife have lived in their home on Thistledown for 44 years.

“It’s starting to get rotten and crack,” said Kittiwanich.

He said the rats crawl out of the holes in his home, and a neighbor said the dead rats end up in his yard.

“I noticed that they have found a way into the attic, and I’ve caught them before, and it seems like you can’t ever get rid of them,” said the neighbor who did not want to be identified.

City officials said Kittiwanich told them the rats were his pets. Kittiwanich said that is not true and his only pets are cats and dogs. He also denied feeding the rats.

The city responded to neighbors’ complaints by citing Kittiwanich on June 19.

KPRC 2 saw code enforcement knocking on Kittiwanich’s door Wednesday morning.

“The city enforcement, two or three of them, came in and gave me the citation for violation of the city code. I said I did not have any violation. I did not have the intention to violate. It was due to my house getting old and rotten,” Kittiwanich said.

Kittiwanich said he did not want to exterminate.

“I don’t try exterminating because I have one of the 10 commandments, ‘Thou shall not kill,’ in my mind and I stick to that,” said Kittiwanich.

Kittiwanich said he postponed his hernia surgery to pay for supplies to patch up the holes. He said some of the rats still get out.

“Naturally, because I closed up all the holes, the rats cannot make an entry or an exit, so they hang around, but it will take a while for them to disappear,” said Kittiwanich.

The city also cited the owner for having 25 cats in cages inside the home. Kittiwanich said he reached out to Pasadena animal control who agreed to remove the cats from his home.

Officials said the health department has also contacted Adult Protective Services. Kittiwanich is expected to appear in court in September.

On Thursday, the City of Pasadena released a statement on the matter.

“Representatives from our Health and Animal Control departments had a lengthy meeting this afternoon with the elderly homeowner of 3935 Thistledown. Compliance issues were discussed.

Based on the City code of ordinances, the homeowner has until Monday to show significant progress in mitigating the rat infestation.

In the interim, the city is preparing our next steps for an abatement process, should he not comply by Monday.”

PASADENA, Texas – A Pasadena mother is frustrated after she said a dance teacher locked her daughter and several other girls inside a locker room for over 40 minutes.

The teacher’s reason?

The mother said she told her that she didn’t feel like the girls were changing fast enough.

Casey Chappel said her daughter, a 9th grader at South Houston High School, suffers from anxiety; and being locked in a room for 45 minutes made it worse.

“I was shocked and kind of hurt. As soon as she sent me that text, I rushed over there,” Chappel said.

Horizon Jones said she was changing when her dance instructor started counting down.

“She always counts down like we have a timer. It’s like the amount of time to get ready,” Jones said.

She said the time must have gone out because the teacher decided to lock them inside the dressing room.

“She stood in the locker room for a couple of seconds and saw us. She saw us physically walking towards the door, she physically walked out the door and locked it,” Jones said.

Chappel said her daughter recorded a video showing her and the other girls trying to get out of the locker room.

“We thought she was going to come back and open the door but she didn’t,” Jones said.

Chappel said she immediately dropped what she was doing and responded to her daughter once she realized what was happening.

“As soon as she sent me that text, I rushed over there and they didn’t even know what was going on. They had to go back and find out what was going on and one of the assistant principals unlocked the door,” Chappel said.

The mother said she plans to file a civil suit against the teacher.

Pasadena ISD sent in the following statement regarding the incident:

“I regret to inform you that earlier today we had an incident where a small number of students were locked in an athletic dressing room by one of their teachers. This incident was brought to our attention by a parent. Campus administration immediately took action by unlocking the door to the dressing room.

Appropriate administrative action has been taken at this time. The teacher in question was removed from the classroom. We later learned another teacher was aware of the incident and was also removed from classroom responsibilities.

Pasadena ISD takes these matters very seriously and does not tolerate mistreatment of students. The district has fully cooperated with the authorities and is committed to supporting a thorough investigation.

The district is unable to comment further regarding this specific case in accordance with state and federal privacy laws.”
